Winnipeg Transit Bus Maintenance Garage Expansion Project
Winnipeg Transit's bus fleet has outgrown the existing maintenance capabilities of the Fort Rouge Garage maintenance facility at 421 Osborne St. The west end of the Fort Rouge Garage maintenance facility will be expanded to meet the demands of a growing bus fleet and changing bus technology.

Project Timeline
Background
Winnipeg Transit’s main maintenance facility is the Fort Rouge Garage, located at 421 Osborne St. Approximately 95% of Transit bus maintenance occurs at this location. The Fort Rouge Garage is nearly 50 years old and many of the building systems have reached the end of their life. To meet the current and future needs of Winnipeg’s bus fleet, Winnipeg Transit is expanding the Fort Rouge Garage maintenance facility. The Winnipeg Transit Bus Maintenance Garage Expansion Project will:
- Meet the current and future maintenance space needs of a growing bus fleet.
- Meet the current and future technology demands of an evolving bus fleet.
- Improve Transit reliability by reducing maintenance wait times and the number of buses out-of-service.
- Achieve at least LEED® Silver certification through the Canada Green Building Council.
The existing employee parking lot immediately west of the maintenance facility will be moved to Brandon Avenue to accommodate the expansion (see maps tab). This site is owned by the City of Winnipeg and will integrate the new parking lot with an improved pedestrian and cycling pathway. During construction of the new parking lot, a temporary parking lot has been constructed for Winnipeg Transit employees, and is located on Mulvey Avenue behind the Mulvey Market.
The Winnipeg Transit Bus Maintenance Garage Expansion Project is being built as a “Design – Build” by PCL Constructors Canada Inc.

The addition should not increase traffic on Brandon Avenue. Transit staff using the proposed parking area will be required to use the main entrance off of Osborne Street.

The new parking lot on Brandon Avenue will result in Brandon Avenue being reconfigured to the west of Nassau Street South. No road closures are anticipated while the maintenance garage is being expanded at the west end of the Fort Rouge Garage maintenance facility.
All construction traffic will be routed through Winnipeg Transit property to avoid travel on Brandon Avenue.

The new space from the Forte Rouge Garage maintenance facility expansion will be used to service Winnipeg Transit’s bus fleet. The project involves adding additional service bays for bus maintenance and will not be used for storing buses.

Winnipeg Transit's maintenance garage expansion will have an impact on staff parking. During construction two temporary parking lots will be created for staff. As part of the project, a new permanent lot is being proposed to accommodate staff who parked in the lot where the new maintenance facility is being built.
